## In brief

- The Trump administration published the latest CRDC six months later than promised [[1]](https://www.npr.org/2026/10/07/nx-s1-5988314/civil-rights-data-public-schools-trump).
- For the first time since the 1970s, the CRDC gathered information about teachers' race, ethnicity and sex [[1]](https://www.npr.org/2026/10/07/nx-s1-5988314/civil-rights-data-public-schools-trump).
- Black students lost over four times as many days of school as white peers because of out-of-school suspension, according to Losen [[1]](https://www.npr.org/2026/10/07/nx-s1-5988314/civil-rights-data-public-schools-trump).

## A late release with a gap

The Trump administration published the latest CRDC six months later than promised [[1]](https://www.npr.org/2026/10/07/nx-s1-5988314/civil-rights-data-public-schools-trump). The release leaves out data on nonbinary students, which was collected under the Biden administration but withheld from the public version [[1]](https://www.npr.org/2026/10/07/nx-s1-5988314/civil-rights-data-public-schools-trump).

Under President Joe Biden, the CRDC required schools to report the experiences of nonbinary students for the first time [[1]](https://www.npr.org/2026/10/07/nx-s1-5988314/civil-rights-data-public-schools-trump). The Trump administration cited an executive order calling for the federal government to recognize two sexes, male and female, as the reason for not releasing that data [[1]](https://www.npr.org/2026/10/07/nx-s1-5988314/civil-rights-data-public-schools-trump).

## What the data shows about teachers

For the first time since the 1970s, the CRDC gathered information about teachers' race, ethnicity and sex [[1]](https://www.npr.org/2026/10/07/nx-s1-5988314/civil-rights-data-public-schools-trump). More than 720,000 students attend schools where fewer than half of teachers met state certification requirements [[1]](https://www.npr.org/2026/10/07/nx-s1-5988314/civil-rights-data-public-schools-trump). Black and Latino students make up 73% of those students [[1]](https://www.npr.org/2026/10/07/nx-s1-5988314/civil-rights-data-public-schools-trump).

Gopalan says research shows Black students have better achievement and discipline outcomes when taught by Black teachers [[1]](https://www.npr.org/2026/10/07/nx-s1-5988314/civil-rights-data-public-schools-trump).

## Suspensions and their cost

Black students lost over four times as many days of school as white peers because of out-of-school suspension, according to Losen [[1]](https://www.npr.org/2026/10/07/nx-s1-5988314/civil-rights-data-public-schools-trump). Losen's research indicates that most districts suspend students for what he calls minor offenses rather than unsafe behavior [[1]](https://www.npr.org/2026/10/07/nx-s1-5988314/civil-rights-data-public-schools-trump).

Losen says even one out-of-school suspension greatly increases the risk of dropping out of school or winding up in the juvenile justice system [[1]](https://www.npr.org/2026/10/07/nx-s1-5988314/civil-rights-data-public-schools-trump). Students with disabilities were suspended out of school at disproportionately high rates [[1]](https://www.npr.org/2026/10/07/nx-s1-5988314/civil-rights-data-public-schools-trump).

## Students with disabilities and course access

Boys make up nearly two-thirds of students with disabilities [[1]](https://www.npr.org/2026/10/07/nx-s1-5988314/civil-rights-data-public-schools-trump). High school students with disabilities served under IDEA had lower enrollment rates than nondisabled peers in all listed STEM courses except Algebra I [[2]](https://www.k12dive.com/news/4-takeaways-from-federal-school-civil-rights-data/873691/).

Students with disabilities are among the least likely groups to be enrolled in Advanced Placement classes, which Losen attributes partly to assumptions that they cannot achieve at high levels [[1]](https://www.npr.org/2026/10/07/nx-s1-5988314/civil-rights-data-public-schools-trump).

## Computer science and preschool

Boys were almost twice as likely as girls to enroll in computer science, at 11% compared to 6% [[2]](https://www.k12dive.com/news/4-takeaways-from-federal-school-civil-rights-data/873691/).

Preschool enrollment growth was partly recovery from a pandemic low and partly expansion driven by states investing more in early childhood education [[1]](https://www.npr.org/2026/10/07/nx-s1-5988314/civil-rights-data-public-schools-trump).

## What it means for you

If you follow data on nonbinary students, the public release does not include it, because the Trump administration withheld it [[1]](https://www.npr.org/2026/10/07/nx-s1-5988314/civil-rights-data-public-schools-trump). The administration cited an executive order on recognizing two sexes [[1]](https://www.npr.org/2026/10/07/nx-s1-5988314/civil-rights-data-public-schools-trump).

If you have a child in a school where fewer than half of teachers met state certification requirements, you are among a group in which Black and Latino students make up 73% [[1]](https://www.npr.org/2026/10/07/nx-s1-5988314/civil-rights-data-public-schools-trump). If your child has a disability, the figures show lower STEM enrollment in all listed courses except Algebra I [[2]](https://www.k12dive.com/news/4-takeaways-from-federal-school-civil-rights-data/873691/).
